What We Offer

The County of Ventura offers an attractive compensation and benefits package. Aside from our base salary range, an employee within this position will also be eligible for the following:



  • A general salary increase (GSI)  of 3.5% effective December 22, 2024.

  • Educational Incentive for completion of an associate degree (2.5%), a bachelor's degree (3.5%), or a graduate degree (5%).

  • Annual Accrual/Leave Redemption:  A candidate selected for this position will earn 208 hours per year increasing to 288 hours after 5 years of service. The option to cash out up to 100 hours out of 208 total accrued Annual Leave hours per year. 

  • Deferred Compensation: Section 457 Plan and/or 401(k) Shared Savings Plan with up to a 3% match on your 401(k) contributions. Following five (5) years of continuous County service, an additional 2% non-elective contribution will be made to the 401(k) plan. 

  • Health Plans:  You are afforded an annual flexible credit allowance of $23,530 for purchasing medical, dental, and/or vision insurance from a group of authorized plans.

  • Flexible Spending Accounts: Pre-tax benefit towards eligible medical, dental, and vision care expenses.

  • Pension Plan: Participation in the County's defined benefit plan which has reciprocity with CalPERS. 

  • Bilingual Incentive:  Proficiency levels by exam are $.69 per hour (Level I), $1.00 per hour (Level II), or $1.32 per hour (Level III).

  • Holidays: 12 paid days per year which includes a scheduled floating holiday.

  • May be eligible to work a hybrid telework schedule.


 
The Department
The County Executive Office oversees an annual budget of $3 billion and over 10,000 employees in 26 agencies and departments who provide vital safety, social and health care services to the public. The County Executive Office’s Government Affairs Division reports to the Assistant County Executive Officer and manages the County’s annual State and Federal legislative program, including recommendations for legislative policies, developing an advocacy strategy, and managing state and federal advocacy contract services. This Division acts as the entity administrator for the County’s federal grants, which facilitates the acceptance of millions of dollars of grant funding each year and works with the County’s Federal delegation to secure community project funding and congressionally directed spending.

The Position
Under general direction, this position will support the Division in its execution of the legislative program and grant administration, which support the work in those areas across all County agencies and departments. Activities will include data collection and analysis on legislative and grant topics, compile reports from Division databases, produce written reports that will be disseminated to the Board of Supervisors, CEO and Agency leadership, and the development of materials to enhance collaboration across County agencies and departments in legislative and grant efforts. This position requires extensive communication with County agencies and departments, government entities and stakeholders necessitating strong written and verbal communication skills. While the position will work across both legislative and grant functions, the role is weighted toward developing and maintaining centralized grant resources and reporting for the County. As such, this position will require a high level of data analysis and project management skills, as well as the ability to help departments and agencies navigate grant requirements and regulatory compliance as they move through the grant application and acceptance process.

 
This position will assist the CEO Government Affairs Manager in the analysis and dissemination of state and federal legislative work, particularly in the areas of community project funding, and formula or competitive grant allocations. May be required to review, report on, and further communicate other policy and legislative actions as needed to support the efforts of the Government Affairs Division.

This person would be able to develop relationships with key stakeholders in order to increase collaboration across departments with the goal of improving the consistency, efficiency and success of the County’s Government Affairs activities. Management Analyst I: $84,091.14 - $117,727.60 
Management Analyst II: $110,916.36 - $155,298.12

NOTE:  If appointed at the lower level, incumbent may be promoted to the higher level without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.

Examples Of Duties


Duties may include but are not limited to the following:


  • Collects and gathers information, analyzes data, writes and presents regular reports to the County Executive Office team and Board of Supervisors on Government Affairs activities;

  • Serves as secondary entity administrator for federal grant systems and back up point of contact for legislative program;

  • Reviews board letters, financial reports, and other related documents to gather and obtain information for data entry in the grant management system maximizing visibility of grant activity for departments;

  • Drafts and requests letters of support from city, state, and/or federal elected officials and obtains centralized data needs for Government Affairs activities;

  • Schedules and coordinates training in the grant management system through a third-party vendor for County employees engaging in grant activities; in addition, may develop, administer, and present internal training for County employees; 

  • Leads and facilitates quarterly grant capacity building meetings for departmental staff involved in grant activities to give updates and share best practices;

  • Provides assistance to departments and agencies in searching and identifying key grant opportunities and navigating requirements and restrictions to ensure eligibility in coordination with budget analysts and government affairs teams;

  • Initiates communication and coordination for grants that require interagency collaboration;

  • Reviews departmental grant applications to ensure consistency and accuracy;

  • Provides guidance to enhance grant compliance across County departments;

  • Performs other related duties as assigned.

EDUCATION, TRAINING and EXPERIENCE:  
Any combination of education, training, and experience that has led to the acquisition of the required knowledge, skills, and abilities.

 
An example of the required knowledge, skills, and abilities can be obtained by the following:

 
Bachelor's degree in Business, Public Administration, Public Policy or a related field  AND  

 
Management Analyst I : Considerable experience working in or with program or project management areas dedicated to a specific purpose, including but not limited to directly managing funds from federal, state or local governments or as a subrecipient of such funds managing direct programs.

 
Management Analyst II: Extensive experience working in or with program or project management areas dedicated to a specific purpose, including but not limited to directly managing funds from federal, state or local governments or as a subrecipient of such funds managing direct programs. 

 
Additional related experience may substitute for the educational requirement on a year-for-year basis.

 

 
NECESSARY REQUIREMENT: 


  • Some professional grant experience is required.

  • Ability to perform dynamic public speaking and deliver presentations.

  • Skilled in the application of data processing to analyze administrative problems and make recommendations.

  • Ability to establish effective working relationships with diverse stakeholders, such as Board members, County departments and agencies, public and private representatives, City, State, and Federal representatives.

  • Excellent written communication skills must be demonstrated in the completion of the employment application and supplemental questions.  

DESIRED:
 

  • Knowledge of the legislative process, particularly regarding State and Federal funding sources.

  • Prior experience with governmental grant management or administration.

Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list. The eligible list established from this recruitment may be used to fill existing and future regular, temporary, fixed-term, intermittent and extra-help positions for this or similar positions only.
